The Human Service Specialist III in Adult Protective Services (APS) in Payson, Arizona, performs investigations and case management for vulnerable or incapacitated adults 18 years and older who are alleged to be abused, neglected or exploited to determine if there is a need for any protective and/or social services. This position makes time sensitive contacts with clients and significant others and interviews those who may have knowledge of the situation researching, obtaining and analyzing complex financial and medical documents including psychological evaluations and collaborating with the client, providers and community resources to deliver placement or other assistance. The incumbent files petitions for guardian/conservator and provides testimony for case related court appearances, prepares reports and keeps accurate and timely case notes/records; occasionally attends required statewide, district and unit meetings as well as periodic trainings.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): KNOWLEDGE OF: Federal and state laws, regulations and policies related to Adult Protective Services; judicial system related to guardianship/conservator appointments; investigation techniques; risk assessment for elder mistreatment/abuse; substance abuse and its effects; conflict resolution; physical behavioral indicators of abuse and neglect of vulnerable or incapacitated adults and frail elderly; automated client systems.
SKILLS IN: Interviewing; case management to include diagnosing case problems and evaluating available resources; oral and written communication; organization and time management; needs assessment of vulnerable and frail elderly; using software such as Windows, Outlook, and Word.
ABILITY TO: Extract pertinent information; research information on APS computer system; accurately apply confidentiality statute and policies and procedures; write clear concise reports on alleged abuse, neglect and/or exploitation; accurately input and maintain case data.
Applicants for this position shall be subject to a search of the Child Protective Services Central Registry. Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card.
Valid Arizona driver license, valid motor vehicle insurance and current Arizona registration is required at the time of appointment. Employees may be required to use their own transportation; however, mileage will be reimbursed.
